UCR Parking Regulations are designed to promote the safe and orderly movement
of traffic within the boundaries of the UC Riverside campus. UCR is authorized
through the California Vehicle Code Section 21113(a) to establish independent
parking regulations.
Only Transportation and Parking Services may grant parking privileges.
The speed limit in all parking facilities on University property is 10 miles
per hour.
The operator of a motor vehicle is responsible for complying with parking
laws and regulations and is subject to the established penalties for violation.
The inability to locate a parking space is not considered valid justification
for the violation of university parking regulations. Personal notes or explanations
left on vehicles are also not considered valid authorization to park in
violation of University regulations.
If the responsible party cannot be determined, as in the case of a parked
vehicle, the State of California considers the vehicle's registered owner
responsible for the violation.
Parking on campus is viewed as a privilege and as such Transportation and
Parking Services reserves the right to refuse, revoke or deny parking privileges.
The University assumes no responsibility for any vehicle or its content
while being operated or parked on UCR property. Parking regulations may
change without prior notice if deemed necessary.
Parking privileges are granted only for the purpose of transportation to
and from campus. The storage of vehicles is prohibited except for residence
hall tenants who obtain the appropriate permit to park long-term in selected
residence hall areas.
Every vehicle, unless otherwise exempt, must display a valid parking permit
when parking on UCR property. Commercially licensed vehicles are not required
to display parking permits when engaged in the act of loading and unloading
within a designated loading zone but cannot park in a loading zone for more
than 20 minutes.
Parking permits are the property of the University, are non-transferable
(for use by the registered permit holder only) and may not be resold. Violations
of these regulations may result in disciplinary and/or criminal prosecution.
When parking on campus, permits must be properly displayed so the permit
number and expiration date are clearly visible to Parking Compliance Officers.
Permit Reciprocity
UCR extends parking privileges to visitors owning a valid faculty or staff
commuter parking permit from other UC campuses. A one-day permit can be
obtained at no charge from an Information Kiosk attendant. Reciprocity privileges
apply only to infrequent visitors.
All resident parking zones are enforced 24 hours daily, 7 days a week. Parking
privileges are limited to students or staff with parking permits valid in
each respective lot. Vendor permits are also valid in this zone.
24 Hour Enforcementtop
The following are 24 hour enforcement zones:
Disabled Parking
All disabled parking spaces and zones are enforced 24 hours daily, 7 days
a week. A disabled visitor may park in any disabled parking space displaying
only a DMV-issued disabled parking placard. A vehicle driven by UCR faculty,
staff, students, volunteers, lab workers or vendors parked in a disabled
space must display a valid UCR Disabled parking permit. Disabled parking
permits are not valid in reserved parking spaces.
Fire Lanes/Red Zones
All roads and driveways on the UCR campus are considered fire lanes and
must be kept unobstructed and available to emergency response vehicles
at all times. Access to fire hydrants must also be maintained at all times.
Any vehicle presenting a hazard by obstructing a fire lane or a fire hydrant
will be towed immediately. A vehicle may not park or stop at a red curb.
Most red zones indicate a fire lane or emergency vehicle access route.
Resident Parking
All resident parking zones are enforced 24 hours daily, 7 days a week.
Only students with resident parking permits for each respective lot
are eligible to park in these zones. Valid parking spaces are designated
by white painted lines.
Inter-Campus Access
Any vehicle needing to travel onto the campus core must obtain an Inter-Campus
Permit at an Information Kiosk during regular business hours.
7:00 a.m. to 10:00 p.m. Enforcementtop
All vehicles must display either a valid UCR commuter parking permit or visitor
permit during enforcement hours. Regulations are enforced in the following
parking zones from 7:00 a.m. to 10:00 p.m., 7 days a week:
Gold Parking
Gold parking zones are those lots and areas where Gold permits for faculty,
staff and student commuters are valid. Valid parking spaces are designated
by yellow painted lines.
Blue Parking
Blue parking zones are those lots and areas where Blue permits for faculty,
staff or graduate student commuters are valid. Valid parking spaces are
designated by white painted lines.
Red Parking
Red parking zones are those lots and areas where Red permits for faculty
and staff commuters are valid. Valid parking spaces are designated by
white painted lines.
Visitor Parking
University visitors may obtain parking permits at the Information Kiosks
or self-service dispensers. Permits are valid in visitor lots or Gold
parking zones.
Timed/Metered Parking
All times parking spaces and metered spaces and zones are enforced 7:00
a.m. to 10:00 p.m., 7 days a week.
Loading Docks
Loading dock parking restrictions vary throughout campus, based on the
needs of the departments serviced. Vehicle operators are responsible for
adhering to posted permit requirements.
Reserved or Specially Marked Spaces
All parking spaces marked Reserved or specially marked through department
requests are enforced 7:00 a.m. to 10:00 p.m., 7 days a week.
E-plate Vehicles
University, and official local, state, or federal government licensed
vehicles may park in Red, Blue, or Gold parking spaces. Vehicles may not
park in Reserved or specially marked spaces, metered spaces or visitor
lots. E-plate vehicles may park in Service Vehicle spaces when providing
a needed or requested service. Services include, but are not limited to,
mail delivery, building maintenance or heavy and awkward item delivery.
Evening (after 4:00 p.m.) and Weekend Parkingtop All commuter, resident (excluding Canyon Crest Family Housing) Falkirk, Glenmor, SummerRidge parking permits and Evening permits are valid in all lots and non-24 hour enforced parking zones (except: Lot 20,19 and Lot 4) after 4:00 p.m., Monday through Friday, and all day Saturday and Sunday.
Holiday and After Hours parkingtop
On campus-wide holidays or after Information Kiosk regular business hours,
University visitors may obtain permits at self-service dispensers located
throughout campus. Visitors may also utilize timed or metered parking spaces.

Areas Where
Parking is Prohibitedtop
Parking is prohibited in any area not specifically marked as a parking space.
This includes, but is not limited to, planted and natural landscapes, sidewalks,
pedestrian malls, service drives, driveways and parking lot drive aisles,
pedestrian crossings, ramps for disabled access, bus zones, red, yellow, white
and unmarked curbs and posted no parking zones.
Head-In Parking
All vehicles must be parked in parking spaces front-end first, except
in parallel parking spaces. All vehicles must park with the flow of traffic;
maneuvering into a parking stall head-first can disrupt the traffic flow
in the parking aisles.
Motorcycle, Moped, Motorized Bicycle, and Scooter Parking
All motorcycles, mopeds, motorized bicycles, and scooters must park in
spaces designated for motorcycles.
Bicycle Parking
No person shall park, store or leave a bicycle in such a manner as to
block or otherwise impede normal entrance to or exit from any building.
No bicycle shall be parked, stored or left within six feet of an entrance
or exit unless a bicycle rack, parking device or marked bicycle space
is provide within said distance. No bicycle shall be parked, stored or
left on any building access or egress ramp.
Parking Access
Parking Services may temporarily close or modify any parking space or
facility if deemed necessary. Every attempt will be made to provide adequate
advance notice. Any vehicle entering a barricaded area or passing a barricade
may be cited, immobilized (booted), or towed.

The normal fee associated with a permit will be charged in addition to citation fees. For example, an altered permit confiscated in November that was originally valid from September would incur two months parking charges in addition to the $330 fine.
Possession of an unauthorized permit could result in criminal charges (fraud)
in accordance with California Penal Code 488 or 496 (Petty Theft or Receiving
and/or Possession of Stolen Properties). Students in possession of said permit
will be reported to the Office of Student Conduct for disciplinary action.
A permit is considered lost or stolen when the original purchaser reports
to Parking Services it as either lost, stolen, missing, or destroyed.
Any permit with change to the shape, color, working, design, or designation
is an altered permit. The production or reproduction of a permit is classified
as a counterfeit permit.
If a citation is not paid within 21 calendar days of issuance, a penalty equal
to the amount of the citation, with a maximum of $50.00, will be added to
the original citation amount
Citations are delinquent when remaining unpaid 21 days after issuance. Vehicles
with five or more unpaid delinquent citations, or those that have been previously
booted, are subject to impoundment at the owner's expense under the authority
of the California Vehicle Code, Section 226151(i). Parked, abandoned, or disabled
vehicles creating a safety hazard or restricting access may be towed.
Personal checks or credit cards will not be accepted as payment for
immobilized or towed vehicles.
Vehicles will be immobilized (booted) after five unpaid citations or
when displaying an altered, lost or stolen permit.
A $50 fee will be charged to remove the boot.
Any damage to an immobilization (booting) device shall make the offender
liable for the destruction of University property.
Vehicles remaining immobilized for 24 hours, without receipt of payment
in full, will be towed at owner's expense.
Students electing to pay for citations via their student billing accounts
(sundry debtor) must request this at the Parking office. An administrative
fee will be assessed by Student Business Services on each monthly billing
cycle.
Citations remaining unpaid 21 days after issuance are automatically placed
on DMV registration hold. This restricts your ability to register your car
until all citations are paid.
The University of California is authorized to enforce parking regulations
and issue citations for violations pursuant to California Vehicle Code 21113a.
Citation revenue is not used for the construction, operation, maintenance,
or administration of parking facilities. Citation revenues support UCR's
Alternative Transportation program and the Highlander Hauler shuttle service.
If you have received a citation and wish to pay it, you can search
for and pay it on-line or you can mail the ticket with payment to 683
Linden St., Riverside, CA. 92521
If you feel the citation was issued in error, UC Riverside's appeals process
conforms to the process directed by California Assembly Bill 408 and California
Vehicle Code 40215. Assembly Bill 408 was passed in an effort to relieve
the California Court system of the tremendous burden placed on it by traffic
and parking violations. The process developed in conjunction with the statute
has been carefully designed to protect the rights of the individual and
to provide every opportunity for them to be heard in a fair and equitable
format.
To appeal a citation, either submit a Citation
Appeal form online or go to the main Parking Office located at 683 Linden
Street to pick up a written form. Submittal must be within 21 days of the
date appearing on the citation. If a citation is not appealed within 21
days of issue, the opportunity to contest the citation is forfeited.
Approximately 7 days after filing an appeal online, a reply letter of disposition
will be mailed to the address you provided. If you do not receive a response
within 7 days contact our office.
