Citation Appeals - Step 1

The following are instructions for, and policies regarding, requesting an Initial Review.

To appeal a citation, complete a request for Initial Review for each citation contested and submit it to the UCR Parking Adjudication Office, within 21 days of the date appearing on the citation. If a citation is not appealed within 21 days of issue, the opportunity to contest the citation is forfeit.

After the Initial Review is submitted, an automatic response will follow. If you do not receive this response, please contact our office immediately at (951)827-1296.

Approximately 7 days after filing the Initial Review online, a reply letter of disposition will be emailed to the email address you provided. If you do not receive a response within 7 days contact our office.

If you disagree with the outcome of the Initial Review, you may further contest a parking violation in person through an Administrative Hearing process conducted by a Hearing Officer. Arrangements for an Administrative Hearing must be made within 21 days of the mailing of the result of the Initial Review. The Administrative Hearing is a legal process. The Hearing Officer is not a university employee and the university does not control the process.

When scheduling an Administrative Hearing, you will be asked to pay the citation amount in advance of the Hearing. The California Vehicle Code #40215 states "all fines must be paid before a hearing is scheduled." For information regarding the Administrative Hearing process, or to schedule an Administrative Hearing, please contact UCR Transportation and Parking Services at 827-1296 or come to the Parking Office located at 683 Linden Street, Riverside, CA 92521 for assistance.

Note: All contested parking violations must go through the Initial Review process before an Administrative Hearing can be scheduled.

If you are not satisfied with the results of the Administrative Hearing, within 30 days of the decision of the Administrative Hearing Officer, you may seek an appeal through the court system by filling a "Notice of Appeal" with the Riverside Superior Court / Traffic Division, Moreno Valley Branch located on 13800 Heacock Street, Suite D201 Moreno Valley, CA 92553.

Assembly Bill 408 was passed in an effort to relieve the California Court System of the tremendous burden placed on it by traffic and parking violations. The process developed in conjunction with the statute, have been carefully designed to protect the rights of the individual and to provide every opportunity for them to be heard in a fair and equitable format.

You must read the above instruction and accept the CONDITIONS before completing the Initial Review Form.
